Ganganagar – After learning about the death of a mare at a breeding facility in Chunawadh due to strangulation, People for the Ethical Treatment of Animals (PETA) India worked with the mare’s owner and local police officials to file a First Information Report (FIR) against three individuals responsible for running the facility. Chunawadh Police Station registered the FIR under Section 325 and Section 3(5) of the Bharatiya Nyaya Sanhita (BNS), 2023, and Sections 11(1)(a) and 11(1)(l) of the Prevention of Cruelty to Animals Act (PCA), 1960.
A post-mortem examination was conducted by a local veterinary officer. The mare had been tied with rope and left unattended overnight at the facility, ultimately dying of suffocation as the rope tightened around her neck. Her body remained neglected for hours, during which dogs began feeding on her.
“The mare endured unimaginable suffering and died a slow, agonizing death from negligence. PETA India warns neglect and cruelty are common at facilities where animals are used or exploited for financial gain,” says PETA India Cruelty Response Coordinator Sinchana Subramanyan. “We commend the Station House Officer of Chunawadh Police Station, Shri Rajeev Goyal, for registering an FIR and sending the message that cruelty to animals will not be tolerated.”
PETA India – whose motto reads, in part, that “animals are not ours to abuse in any way” – has long campaigned to strengthen The Prevention of Cruelty to Animals (PCA) Act, 1960, which contains outdated, inadequate penalties, such as a maximum fine of only Rs 50 for convicted first-time offenders (although the BNS, 2023, which has now replaced the Indian Penal Code, 1860, prescribes stronger punishments). In a proposal sent to the central government regarding an amendment to the PCA Act, PETA India has recommended significantly increasing penalties for cruelty to animals.
